Shots Fired After Suspect Steers Car Toward Federal Agent

A federal undercover investigation erupted in gunshots on Friday evening, when a plainclothes agent opened fire on a suspect who steered an SUV toward him on Manhattan’s West Side, the authorities said.

Officials said that one suspect was captured and that another had escaped after the events at 34th Street and 10th Avenue.

James T. Hayes Jr., the special agent in charge of the New York office of the Immigration and Customs Enforcement Homeland Security Investigations, said in a statement that there were no serious injuries. “The investigation into the matter is ongoing,” he added.

On Friday evening about 7:30, agents were conducting an operation in the neighborhood, near a McDonald’s restaurant, the officials said. At one point, one of the “targets” of the inquiry drove his vehicle at one of the agents, according to the statement from Mr. Hayes. The agent was on foot and, the agent fired three shots at the vehicle “in self-defense,” which then drove away, he said.

Agents pursued the vehicle, and one of the suspects was then taken into custody.

An agency spokeswoman, Lorie Dankers, wrote in an e-mail that she was, “limited as to what I can say, beyond the statement,” when asked for details on the nature of the investigation and for an update on the matter.

A dramatic shooting also involving an undercover federal law enforcement officers occurred on the same street corner in 1997.

In that case, a Customs agent was wounded, and the man who had shot him was shot to death.

“It was reminiscent of that one,” a law enforcement official said. “That one was pretty much the same thing. It was at the drive-through, and the guy turned around on an officer and they shot at him.”

Nocturnalist | A Night to Peer at the Heavens

“There is something mystical about it, just the wonder of it all,” said Kate Burford, a secretary from Queens, seated at a desk Friday night in a halogen lighted lecture hall in Columbia University’s Pupin Hall, after taking in a free, if mildly stultifying lecture about the cosmos. “It’s part of my spiritual practice.”

It was hard at first to see what she meant; there was little spirituality in the subject of the night’s dry lecture, an event open to the public and scheduled every two weeks. This time it was ancient East Asian astronomy, presented by Joo Heon Yoon, a doctoral candidate. Mr. Yoon spoke of the esoteric field of historical astronomy, of poring over things like centuries-old Korean royal ledgers to scan them for mentions of astrological phenomena like sun spots or eclipses and of the accuracy of equally antiquated pocket sundials: “You can throw out your watch and carry a sundial,” Mr. Yoon said, “It’s so precise.”

But Ms. Burford, a regular attendee, says mystical moments happen after the talk at the event’s real draw — a trip to the rooftop to gaze at the stars. While some downstairs watched 3D movies about black holes, others, on the roof, took to the the oxidized green cupola of the  Rutherfurd Observatory to give the high-powered telescope a spin. About 8:45, more than 50 audience members trekked to the top floor and filed out into a night illuminated not by stars but by the cathedral spires of the Union Theological Seminary just to the west.

Once there, Dan D’Orazio, 23, a graduate student studying astrophysics, directed guests toward telescopes positioned around the roof, pointing out the astronomical phenomena they might see, as if he were a celestial usher. Inside the observatory a hush fell on those in attendance as they ringed its interior perimeter in the dark, waiting for their turn to peer through the powerful lens. Through a punched-out sliver of ceiling, the scope pointed into a slice of sky at the Sirius white dwarf star, the only bright point in a foggy, city-bright horizon.

On the roof, the telescope chamber suddenly felt like a chapel; the stargazers stepping onto the dais one by one, their faces turned up at the heavens, like supplicants. Some were unimpressed, others sighed when they caught the tiny, twinkling diamond in the viewfinder.

In the dark, a woman wobbled down the steps toward a friend with one question: “Did you see it dancing?”

Cyclist Dies After Being Run Over by Bus

A delivery man on a bicycle was killed on Friday when a city bus ran over him on the Upper East Side, the police said.

The man, whose name was not immediately released, was riding eastbound on 96th Street about 4:10 p.m. when he fell off his bike in the middle of Second Avenue, the police said. At that point, an M15 bus headed south on Second Avenue drove by and caught the man briefly in its rear wheels. The man, 28, was pronounced dead at the scene minutes later, the police said.

But the bus driver apparently did not realize what had happened and kept going, the police said. Transportation officials and investigators were still trying to identify the bus Friday to interview the driver.

With the building of the Second Avenue subway line in progress and other projects under way, that area of Second Avenue has been under construction for some time. Early Friday evening, at the height of rush hour, the intersection was closed off as investigators worked at the scene.

Violations Issued Against Troubled Renovation Project

The Apthorp’s decline from a celebrity rental building to one of New York City’s most troubled renovation projects took another step backward on Friday after the Department of Housing Preservation and Development issued two dozen more violations against the developers of the building.

During a March 23 inspection of the Apthorp, an elegant building built by the Astors on Broadway and West 78th Street, city officials found that the building has some of the city’s most serious Class C violations. These problems, which are mainly fire and safety issues, include exposed electrical wiring, a missing fire hose and illegally installed doors and padlocks in hallways. The building already has 39 open violations with the housing preservation department.

State Assemblywoman Linda Rosenthal, who received the report Friday afternoon, said that she felt “exasperated and also disgusted.” She said she was most concerned with the C-class violations that could easily be repaired.

“A missing fire hose?” she said. “That’s very scary. We have heard in the past when there are serious fires and residents can’t escape because they’re padlocked in. It’s like the Triangle shirtwaist factory. We have that here as well in modern day 2011. It’s unacceptable.”

A spokesperson for the developers, a group that includes Africa Israel USA and the Feil Organization, did not respond to an e-mail.
