City Eyes Oversees Investment Returns

Calling the rising cost of city pensions “unsustainable,” Deputy Mayor Robert K. Steel said Thursday that the city should move swiftly to overhaul its benefit system, including by investing more funds in overseas markets.

Mr. Steel, who oversees economic development for Mayor Michael R. Bloomberg, said moving retiree investments out of American stock markets and into international equities could bring higher returns, helping alleviate some pressure on the city’s budget.

“We have an obligation to all New Yorkers to ensure that we are being responsible stewards of the public’s resources,” Mr. Steel said before an audience at the Princeton Club in Midtown. “It’s time for a clarion to action.”

The city’s pension costs have risen by an average of almost 20 percent annually over the past decade, reaching an estimated $8.4 billion in 2012, compared with $1.2 billion in 2001.

Mayor Bloomberg, facing a dreary economic outlook, has said that overhauling the pension system is a priority of his third term. But labor leaders remain skeptical of his plans, which include raising the retirement age to 65 from 57 for some workers and ending year-end bonuses.

Mr. Bloomberg has found an ally in Gov. Andrew M. Cuomo, who said in an interview with The New York Times on Wednesday that he would make limiting retirement benefits for new state and city workers his top priority next year.

Mr. Bloomberg is seeking to go further and hopes to persuade Albany lawmakers to restore the city’s power to negotiate pensions as a part of collective bargaining discussions. (The state stripped the city of that ability during the fiscal crisis of the 1970s.)

In making the case for international investments, Mr. Steel said that pension returns in the city have been mediocre. Last year, the return on the city’s investments was 20 percent, he said, while the S&P 500 stock index rose 31 percent.

Mr. Steel also called for consolidating the investment activities for New York’s numerous pension funds to reduce costs and increase efficiency.

“We’re spread across five funds with five sets of decision-makers and five sets of meetings and five sets of processes,” he said. “Consolidating the plan operations will allow New York City to realize the benefits of scale.”

Suspect in Boy’s Murder Had Wounds Indicating a Struggle

Updated 2:03 p.m. | Levi Aron, the Brooklyn man charged with killing 8-year-old Leiby Kletzky, had cuts and scratches to his wrists and arms, which the police believe are indications of a struggle, Police Commissioner Raymond W. Kelly said Thursday.

In his confession, Mr. Aron said that when he went to smother the boy with a towel, “he fought back a little bit until eventually he stopped breathing.”

Mr. Kelly said there were also ligature marks on Leiby’s body, indicating Mr. Aron might have bound him with rope.

“He may have been tied down when he was trying to suffocate him,” a law enforcement official said.

The new details came as Mr. Aron was taken from the 67th Precinct station house in Brooklyn to the criminal courthouse, where he was to be arraigned on murder charges.

Mr. Kelly, speaking at a news conference, said that much of what Mr. Aron told the police had been corroborated by detectives. In his confession, portions of which were first published by NBC New York, Mr. Aron said that after he picked up the boy on a Brooklyn street on Monday, he took him to a wedding in Monsey, N.Y.

Mr. Aron said he and the boy returned late Monday night, and the boy was still asleep when Mr. Aron had to leave for work the next morning. When he realized how many people were looking for Leiby, Mr. Aron said he was afraid to take him home, panicked, and suffocated him.

Mr. Kelly said Mr. Aron did attend the wedding, but there was no evidence that he took the boy along; no one has reported seeing Leiby there. And a ligature mark on the boy’s left wrist suggests that he might have left him tied up while he went to work; investigators caution, however, that the mark may have been left during the murder.

Investigators are looking into the possibility the boy stayed in Mr. Aron’s apartment during the day on Tuesday because Mr. Aron had a television – and the boy, at his home, did not have one, the official said.

“The boy – I don’t believe in the boy’s house that he had a television – but Aron has a television,” the official said. “It is a question of fascination with TV.”

Mr. Aron was taken from the 67th Precinct station house about 11:40 a.m. As the unmarked police car pulled out of the station house onto Snyder Avenue, a narrow one-lane street, Mr. Aron, who was in the back seat, ducked.

A chaotic scene followed. The street had not been cleared of traffic, so a large group of onlookers from the neighborhood surrounded the car and yelled at Mr. Aron.

“Murderer! Murderer!” one woman yelled.

The group followed the police car as it inched toward Rogers Avenue.

The Brooklyn district attorney, Charles J. Hynes, said that a grand jury had begun to hear evidence on the case, and that his investigators were looking into suggestions that Mr. Aron had issues with children before. He added, however, that his office had not received any prior complaints about Mr. Aron.

My name is Levi Aron… On Monday evening around 5:30 I went to my dentist, Dr. Sorcher, to make a payment for visit for exam routine.

A boy approached me on where the Judaica book store was. He was still there when went out from the dentist’s office. He asked me for a ride to the Judaica book store. While on the way he changed his mind and wasn’t sure where he wanted to go.

So I asked if he wanted to go for the ride — wedding in Monsey — since I didn’t think I was going to stay for the whole thing since my back was hurting. He said ok.

Due to traffic, I got back around 11:30 p.m. … so I brought him to my house thinking I’d bring him to his house the next day. He watched TV then fell asleep in the front room. I went to the middle room to sleep. That next morning, he was still sleeping when I was ready to leave.

So I woke him and told him I’ll bring him to his house… when I saw the flyers I panicked and was afraid. When I got home he was still there so I made him a tuna sandwich….

I was still in a panic … and afraid to bring him home. That is when approximately I went for a towel to smother him in the side room. He fought back a little bit until eventually he stopped breathing.

Afterwards I panicked because I didn’t know what to do with the body.… carried parts to the back room placing parts between the freezer and the refrigerator …

… went to clean up a little then took a second shower. I panicked and .. Then putting the parts in a suitcase. Then carrying suitcase to the car …placing in backseat on floor behind passenger side.

… drove around approximately around 20 minutes before placing it in the dumpster on 20th street just before 4th Avenue. Then went home to clean and organize.

I understand this may be wrong and I’m sorry for the hurt that I have caused.

Although, sitting a high rise on top of giant springs seems a little strange, this is now common place in that part of the world and countless lives have been saved because of it for sure.

On the other end of the scale, even those buildings that are just a couple of stories high have all had their designs put to the test. Architects who design some very unusual buildings will also have to subject them to this kind of test before the building is complete. Although some of this work will be done purely on paper, there is still a need for equipment like this before the final touches are done to the building. In fact, is the tweaking of the final plan which finishes off the building to the standards which are widely accepted, anything less than this will result in loss of life at the very extreme?

When it comes to things like bridges or any structure that will carry heavy loads, this system is used to see how much movement there is related to load weight, speed of vehicle, or affects from weather conditions. In very high winds, bridges can be closed down since they will not be able to cope with all the stresses that they are put under. This is rather unusual to say the least, but after the weather has passed, the bridge has to be checked for damage.

If the bridge has been tested beforehand, they will certainly know if it can take up to a maximum load and wind force and anything above this will incur extra shoring up of cables, roadways and anything else that may have weakened the structure to the point where it could even collapse. We should all be grateful then that this kind of system is in existence and used by engineers and architects around the world to keep people safe.
